| Abstract | A long-planned change at the head of the Trade Department transfers Mr Tony Miller to the Housing Department. This development comes at a time when Hong Kong's commercial relations with the United States (US) are in a state of crisis. This article provides an exclusive interview with Mr Miller on 18 July 1996, the day that Mr Alan Lai, who had earlier served the Department for six years in various important posts, took over the reins. Mr Miller saw grave consequences for Hong Kong's trade as likely to arise from Washington's recent demands for additional documentation of some of its clothing shipments to the US, and for on-site inspection of local factories by US "jump teams". These demands he described as a contravention of the Uruguay Round Agreement on Textiles & Clothing. |
