| Abstract | Talks between the United States and China on enforcement of intellectual property rights broke down in mid-December in 1994 amid acrimony. China had set up a legal framework for protection of intellectual property, said Washington, but fell down badly on enforcement. Not only were many US trademarks and copyrights ignored at home, but some factories were allowed to export pirated products and computer software. |
