Abstract | The dispute over whether or not importing countries are fulfilling their commitments to the Agreement on Textile and Clothing (ATC) under the textiles section of the Uruguay Round Agreement has blown up into a full fledged row. In effect the importers, led by the United States (US), are challenging exporters to go to the World Trade Organization (WTO)'s Dispute Settlement Body if they feel they are not getting satisfaction. The International Textile and Clothing Bureau (ITCB) is taking an increasingly tough line in the WTO, claiming that the US and Canada, and to a lesser degree the European Union and Norway, are simply not cooperating. The article analyses the row, and features the situation of Hong Kong. Also, the China's WTO application are discussed. |
