| Abstract | A few years ago, Communist Party Secetary General Jiang Zemin urged his colleagues and countrymen to "talk politics". There are few signs yet that the Chinese Communist Party has any specific plans to expand democracy much beyond the limited experiments with village elections that have been ongoing over the past decade. Therefore, some Chinese intelligences think that the party has a lot to talk, but not much action. The intelligences are more concerned with promoting efficiency and accountability in government than expanding plurality, at least for now. |
