| Abstract | Some 100 Principals and teachers from both Secondary and Primary Sector of School Management Initiative (SMI) schools gathered on 17 January 1994 at the school hall of Shatin Tsung Tsin Secondary School, to learn about the conceptual framework on the Challenge of Change. Mr Dean Fink referred to his experience as Principal, then Superintendent of the Halton Board of Education, and then independent consultant in Ontario and built his thesis on change issues, quoting extensively from eminent research educators on Effective Schools and on Changes. A two-days workshop follows the seminar. Around forty Principals and teachers learned enthusiastically by experiencing some skills about running training sessions for their own colleagues in school.
