AbstractThe eight United States customs officers spending a month in Hong Kong to visit some 200 clothing and textile factories is seen, in the eyes of the local industry, as an unceremonious slap in the face. Having seen off the anti-dumping accusations from the Americans, the flashpoint in a continuing textile quotas feud has had Hong Kong threaten to take the US to the World Trade Organisation (WTO) for imposing tough new documentation procedures for imported goods and demanding access to Hong Kong factories at a moments notice.
