| Abstract | In Hongkong, fraud losses have been moving sharply against worldwide trends. They have been going down. According to Royal Hongkong Police figures between 1991 and 1994, world losses on credit cards increased from $6.63 billion to US$10 billion, while for the same period in Hongkong this dropped from $133 million to $85 million. |
