| Abstract | On 19 May 1994 the city officials of Tongling city in Anhui province decided to merge two state-run textile enterprises. The announcement immediately aroused concern in the textile industrial sector, one of the concerns being the most profitable printing and dyeing plant in the province, the other a major loss-making ramie textile plant. |
