AbstractJust before New Year, Taiwan requested a U.S. transit visa to enable Vice-President Li Yuan-zu's plane to refuel on his way to and from a presidential inauguaration in Guatemala. A month earlier, China had held military exercises opposite Taiwan aimed at halting its drift toward independence. With President Lee Teng-hui seeking a second term in March elections, China is keeping up pressure. Lee's visit to the U.S. last June had caused a crisis between Beijing and Washington and across the Taiwan Strait. Would the U.S. risk stirring China's anger again?
