AbstractOn 1 July 1996, Washington put into effect new country-of-origin rules on imported textiles and clothing. The changes, which affect both the labeling of imports and how U.S. quotas are applied, threw into chaos one of Hong Kong's most important industries, apparel and textiles, which also account for almost 8% - $80 billion in 1994 - of all Asian exports.
