| Abstract | In his policy address Governor Chris Patten raised the idea of establishing a science park in Hongkong. By this, it can be surmised, the authorities have begun to understand that Hongkong's industry and commerce will lose their competitiveness if there continues to be insufficient investment in scientific and technological research in the territory. |
