| Abstract | Relations between Hongkong and Guangdong have always been cordial and productive. This has resulted in growing bilateral economic activity, which promises to be even more fruitful when Hongkong returns to China. Therefore there is a pressing need to institute a plan to coordinate capital construction works so as to prevent waste of resources and development delays. |
