Abstract | The theme for the Hong Kong Council of Social Service's coordinated annual plan 1997/99 is "building up a society that cares for vulnerable groups". There are many vulnerable groups in Hong Kong, including new arrivals from the mainland, the recipients of Comprehensive Social Security Allowance (CSSA), the unemployed, the underemployed and the poor. To echo the theme, the Council launched an Awareness Programme on Poverty on April 30, 1998 and invited candidates for the First Legislative Council Election to join it. |
