| Abstract | Some people in Hong Kong are now living in hidden poverty. They are very poor, eligible but have not appled for Comprehensive Social Security Allowance (CSSA). They even have less resources to live on when compared with CSSA recipients. In this special issue written mostly in Chinese, the situations of low expenditure households will be explored through research report, visits and a feature article. |
