AbstractSince the outbreak of the Asian financial crisis in late 1997, a number of Central and South American countries have introduced a series of trade measures on imports. Argentina implemented pre-shipment inspection on about 1,800 harmonised items in November 1997. Brazil expanded the list of goods that need an import licence to 23 items of goods on 1 October 1998. Mexico introduced a prior-to-import notification system to specific countries and regions (including Hong Kong and the Chinese Mainland) on selected products (including textile and clothing) in August 1998. The article reviews these measures in Central and South America and features the implications on Hong Kong.
