AbstractAlthough the common external tariff of the European Commission (EU) is among the most liberal import regimes in the world, the Community protects its textile and apparel industry by widespread quantitative restrictions. As the customs union between Turkey and the EU was completed at the beginning of 1996, the EU eliminated all quantitative restrictions on Turkish textile and apparel exports. But the EU had a strict condition for eliminating the restrictions applied to the Turkish products -- that Turkey apply the same restrictions to third countries to which the EU itself applies quantitative restrictions. The article features the reasons why the developing textile exporter countries refused to accept the quantitative restrictions imposed by Turkey. The negotiation between China and Turkey is covered as well.
