AbstractThe article provides a book review on James Hayes, "Friends and Teachers: Hong Kong and Its People 1953-87". James Hayes had a most unusual career as an administrative officer. The book is a personal memoir of his thirty-one years with the Hong Kong government from 1956 to 1987. More than half the book is devoted to the New Territories but he also describes the organisation and operations of the various departments of central government where he worked and his personal reactions to their activities. The book does not provide any revelations about the inner workings of the Hong Kong government. However, it provides a delightful nostalgic memoir of the old colonial system in Hong Kong as it attempted to adapt itself to a changing world.
