AbstractHong Kong is often portrayed as the epitome of a free market economy dominated by an ideology of laissez-faire. The paper explores the development of social policy in Hong Kong and the factors which have shaped that development. It shows that the Hong Kong government plays a major role in promoting social development in the territory and that state involvment is the product of a complex interaction of political, social, and economic forces.
