| Abstract | The Chief Executive the Hon. Tung Chee-hwa, in his Policy Address on "Building Hong Kong for a New Era", pledged for the establishment of some high level committees and working groups to study various public policies. However, the Hong Kong Council of Social Service commented that the Policy Address has not been able to present an overall blueprint for a new era. |
