| Abstract | The Hong Kong Council of Social Service commented that the Governor's final Policy Address lacked forward planning; and that most "New Initiatives" mentioned in the report were in fact pledges made before or pledges being implemented. These "New Initiatives" could not fulfil the needs of Hong Kong in transition, especially the needs to effectively improve the life of new arrivals and different vulnerable groups. In this article, the Council commented on the issues of the needs of new arrivals, concern for low-income families, support to all families, services for the elderly, caring for the disabled and development of young people. |
