| Abstract | The first-phase Very Small Apeture Terminals emergency network (VSAT EN) project initiated in 1995 covers Shanghai, six provinces in East China as well as Liaoning Province in North-east China and it was completed and passed the final acceptance in 1996. The second-phase VSAT EN has been under way and it is intended to cover 27 provincial regions with the hub station in Beijing. This article introduces the networking method and the satellite communications system. |
