| Abstract | Whatever the future may hold, the first few weeks of the Special Administrative Region (SAR) suggest that the One Country Two Systems formula is not about to be shelved now that sovereignty has been secured. Everyone so far has played it by the book. The British departed, heads held high, with the promise that they would continue to take a close interest in Hong Kong's future. Jiang Zemin went out of his way to reassure the citizens of the SAR and the foreign dignitaries present by listing the freedoms guaranteed under the Basic Law and reaffirming the People's Republic of China (PRC)'s intention not to meddle in Hong Kong's affairs.
