Abstract | For two months now, the garbage trucks have not been picking up the garbage in Chungli, an industrial city of 300,000 in Taoyuan county, some 60 kilometres from Taipei. The results have not been sweet. Ordinary Taiwan people care less about becoming role models than how they can go out shopping without having to wear nose masks to keep out the stench. Some are also asking why their elected local leaders cannot perform the most basic of government tasks competently, without getting tangled in corruption and petty politics. The politicians will have to provide some answers before the December 1997 election. |
