| Abstract | Cao County in Shangdong, a major cotton producing region, in 1984, 1990 and 1991 achieved a record of over 50,000 tonnes of cotton bought by official depots. Recently some officials conducted an investigation of the way in which the official purchasing funds are spent on other things than cotton. The result was alarming. |
