Abstract | This article is the text of a speech given by David T R Carse, Deputy Chief Executive of the Hong Kong Monetary Authority, in the Seminar on Ethics and Quality of Financial and Banking Market - the Contribution of Internal and External Control, on 14 November 1996. According to Carse, banks should behave not only prudently but also ethically. The various actors in the control process - internal discipline, market discipline and regulatory discipline - all have a role to play in ensuring this. In Hong Kong, the Code of Banking Practice has been drafted to help to ensure that banks treat their customers in a fair and transparent manner. |
