| Abstract | Two questions are often asked about Hong Kong's post-1997 government: Who will be its chief executive - and whom will he answer to? The Basic Law of the special administrative region (SAR) clearly states that the chief executive will report directly to China's State Council, or central government. But that has not dampened speculation that Beijing might send some proconsul to Hong Kong, who will become the real power locally. The authors discuss the issue in the article. |
