AbstractMore immeidately, Hong Kong will take a break from elective politics. After 1 July 1997, law-making will be undertaken by a provisional legislature chosen by the Selection Committee and the anointed Tung. Even so, there are no indications that anyone will be prevented from running in 1998's election because of his political beliefs. Even so, subtle changes are creeping into the executive branch. Some analysts saw in such moves the beginnings of a "ministerial" government, with political figures interposed between the chief executive and top civil servants.
