Abstract"China Can Say No" asserts an ultra-nationalist work of the same title published in Peking in May 1996. While the claim is perhaps a little premature internationally speaking, domestically it is well founded. "China" is indeed unambiguously saying no to its own citizens as control and repression once more become their daily lot. It is something of a paradox that ever since 1995 when Jiang Zemin decreed that people should talk about politics, they are not allowed to talk about anything, and especially politics. Increasing concern that essential freedoms would be curtailed after July 1997 was further fuelled by the remarks Qian Qichen made recently to The Asian Wall Street Journal (16 October 1996).
