AbstractThe telecom development in developing countries is the focus of attention of the global telecom circle. To address the backward state of communications, it is necessary for the developing countries to formulate policies and tactics in conformity with the realities of their own countries. As a developing nation, China is exposed to the common problems all the developing countries are faced with. Its communications network has emerged out of a very weak foundation and the lack of telecom services used to be a big stumbling block to its economic development. In the past decade or more, Chinese government has in light of the Chinese reality established and implemented a package of telecom-promoting policies which have brought considerable progress to the communications.
