| Abstract | "Support Clean Government - Handbook for Managers" has been distributed to middle-ranking civil servants under Phase II of the Independent Commission Against Corruption's (ICAC) Support Clean Government Programme. Phase I, targeted at senior civil servants, was completed in 1995. ICAC Programme Co-ordinator (Public Sector) Rosaline Cheung said the booklet lists many symptoms which may indicate corruption. |
