| Abstract | In the Ninth Five-Year Plan period (1996-2000), Heilongjiang province will invest 20.5 billion RMB yuan in the construction of telecommunications. On the construction agenda are telecom basic networks, new service networks, high-level service networks, support networks, access networks and service networks. Postal network will also witness accelerated development. By the year 2000,Heilongjing will place itself in the ranks of provinces with advanced telecom facilities. |
