AbstractThe German chemical giant has chosen the western port city of Taichung to build a $1.8-billion plant that would manufacture toluene diisocyanate (TDI), a substance used in the production of polyurethane. However, in Taiwan, the green movement wields considerable clout. It has already been instrumental in stopping - or at least changing the locations of - several large industrial projects. That clash of perspectives resounded again in August 1996 while the Department of Environmental Protection of the Taiwan Provincial Government was in the midst of an environmental impact assessment of the Bayer project. Though the central government had given its go-ahead, the bureau's approval was needed before the venture could proceed. But the media reported that the matter was a done deal and that the construction of the plant was to begin in September 1996. That caused green groups to cry foul and accuse both Bayer and Taipei of trying to bypass proper procedures.
