AbstractHong Kong at present has two governments - the current colonial administration and that of the Special Administrative Region (SAR), which will take over upon the territory's return to China on 1 July 1997. Since their formal tenures do not overlap, theoretically there should be no problems. But that was perhaps too much to hope for, given the inherently schizophrenic reality. Many Hong Kong people fear that the revisions mooted by Tung will curb freedom of assembly and more.
