| Abstract | The Kai Tak Airport is a big business. Within the Civil Aviation Department (CAD)'s Airport Management Division (AMD), a team of five people is dedicated to ensuring two primary objectives are met: that airport customers get good value for money and a high standard of service from the airport concessions; and that, at the same time, the government maximises its revenue-earning opportunities from this source.
