AbstractThe author points out that Hong Kong has thrived on the reputation of being the world's freest market, "the best business environment in the world," as the acting financial secretary T.H. Chau boasted in 1995. With Hong Kong's transformation from a predominantly manufacturing to a service-based economy, many of these services are protected by an array of anti-competitive closed markets and cosy government franchises which see fortunate franchise holders benefit from comfortable profit guarantees.
