| Abstract | In early 1995, the government commissioned the Kowloon-Canton Railway Corp (KCRC) to assess the construction plans and financial arrangements for the Western Corridor Railway (WCR). But so far, little has been revealed about its process. In this article, the author comments on the plans and arrangements for WCR, also the government's role in the project. The author believes that the KCRC consultant report on WCR, which has been the centre of discussions among KCRC and official bodies, are not the only feasible options and that there are a lot of areas in the report that require deliberation, including the route and the costs. |
