AbstractAdditional documentation requirements imposed by the United States (US) from 17 June 1996 on textiles and clothing shipped from Hong Kong provoked a dispute with the US of quite unusual bitterness. According to the Secretary of Trade & Industry, the requirements had already started to hurt legitimate businesses, without making any impact on the illegal transshippers, and they were "discriminatory" and "unreasonable and unjustified".
