| Abstract | After a period of exhausting and fruitless public speculation, President Lee Teng-hui finally decided to reinstate Premier Lien Chan as head of the government of Republic of China. Then, the list of the members of the government was also drawn up and publicly announced. But the wide-ranging replacement of incumbents was swiftly overtaken by the challenge on constitutional grounds, raised by the opposition parties, to the retention of Lien Chan as leader of the cabinet, particularly in the absence of ratification by the Legislative Yuan. |
