AbstractThe Chinese government recognises that the unemployed may well number 153 million by the turn of the century unless serious steps are taken. The Chinese Labor Ministry recently stated that its target was to create 41.5 million jobs in the next five years - an upward adjustment from its initial target of 38 million. In May 1995, the minister of labour, Li Boyong, estimated that an unemployment rate of 3.2% was "acceptable" if social stability and economic growth were to be maintained.
