| Abstract | The Territorial Development Strategy serves as a framework for sub-regional and district plans, and for integrating Government policies on land infrastructure development. It was first produced in 1984 and is currently being reviewed in the light of rapid economic growth in the Pearl River Delta which in recent years has developed into an important outward processing area for Hong Kong industries and as a major catalyst for China's open door policy. The plan represents an overall framework for strategic growth and investment in the territory. |
