AbstractThe potential for direct exports by textile plants enjoying autonomous export rights is immense, but their efforts are badly frustrated by the long delays in payment of their export tax rebates. A recent survey conducted in six state-run textile enterprises found that on average only 40% of the rebate due was paid to them by the government.
