| Abstract | The teary brouhaha all started when Kwong On Bank chairman and Urban Council Councillor Dr Ronald Leung Ding-bong suggested other councillors buy shares in the company's new listing. Unfortunately, that was before the bank went public. Nevertheless, after the councillors publicly wept for forgiveness, they decided to rent their clothing in order to come up with ethical guidelines for councillors wishing to buy company shares in the future. |
