| Abstract | This book has three parts. The first presents an overview from the perspective of both senior government officials and academics; the second part consists of three illustrative case studies in public sector reform initiatives attempted at the departmental level; and the final part provides a comparative perspective by discussing experience in public sector reform overseas. A set of appendices provides reference material, including the original Hong Kong public sector reform document of 1989, and information to supplement the three case studies. |
