AbstractThe Seventh International Conference Against corruption which took place in Peking from 6-10 of October 1995 did not follow the pattern of earlier conferences. As it had become an arm in the hands of the Chinese government, it could not ask real questions. The conference organizers had emphasized the universal nature of corruption. They carefully avoided any discussion of recent scandals. Should we leave China to act in this way? Is it not the role of democracies to sustain pressure on this country's leaders so that they gradually conform to international norms? Is there still to be an exception in the case of China? These are the questions that the 7th conference raises.
