| Abstract | Unemployment in the territory reached a nine-year high of 2.8% in the first four months of the year. Hardly cause for alarm, one might think, yet the rapid reaction of government and the press to the news, and the intense public debate which followed its publication, suggests an unusual degree of concern about a problem, which, if chronic in the West, is a relatively new one for Hong Kong. As an NIC (Newly Industrialised Country), how is Hong Kong facing up to this phenomenon? |
