AbstractShenzhen, the first of China's Special Economic Zones (SEZ). Not only has it suffered along with the other economic hubs as a result of the policy of cooling down and control implemented in mid-1993, it has also been unsettled by attacks on its very status as an SEZ and on the special privileges which come with it. The debate has become very fierce and merits attention not only for its violent tone, a sure sign that powerful interests are involved, but also because it raises important questions about the success of Chinese economic policy over the last 15 years and how Deng's successors might want to change it.
