AbstractThe 4th Plenum of its 14th Central committee. For four days, the body's 300 members and alternates from around the country gathered at an army-owned hotel in Beijing to set national policy. Virtually everyone had expected urgent economic issues to dominate the deliberations. In fact, the original agenda specifically cited "problems in rural economic development." But when the conclave ended, it was clear that China's leaders had decided to put the priority on politics instead. Why did party leaders abruptly change course? The impetus, say Asiaweek's sources, was Deng Xiaoping's deteriorating health. The response of President Jiang Zemin was to make a bold bid to consolidate his position as the patriarch's designated successor.
