| Abstract | There is a transformation taking place among China's smallest state enterprises. In the past, it was the smaller companies that got off the hook as Beijing gradually scaled back ambitious plans to impose an enterprise system on China's stagnant state sector. By early 1995, the list of companies targeted for reform - and the bankruptcy threat that entails - had been cut down from 23,000 to 14,000. It was only the middle and large companies that were under orders to "corporatize". |
