AbstractThe full extent of the problems facing China's beleaguered state-owned enterprises emerged in November 1996 as official figures revealed for the first time "appalling" debts of US$405 billion in 1995. In tandem with the publication of the huge debts, authorities in Beijing abandoned a policy of supporting the capital's state-owned enterprises and instructed them to either find a profitable company to merge with or go bust.
