| Abstract | For reasons that have never been fully explained, there seems to be a greater momentum behind China's reform of state-owned commerce than its industry. Commerce officials should take the time to experiment a little further in 1996. Reforms of the commerce sector did not start any earlier than industrial reform. But by June 1994, there were about 6,000 joint-stock commercial companies nation-wide, with a much larger number of small retailers following a more flexible management scheme. |
